At Collaborate 2012, held April 22-26, 2012, I spoke about the new WebCenter Content 11g Folders component (previously known as FrameworkFolders). I had the privilege of presenting with Vijay Ramanathan, Director of Product Management at Oracle Corporation.
The new component, now simply called Folders (although the component is still named FrameworkFolders), is the successor to Contribution Folders (folders_g). In my opinion, it is better in just about every aspect (particularly so in performance). There is even a migration utility that allows you to upgrade your folder structure from Contribution Folders.
One of the coolest new features is Query Folders. Kyle Hatlestad has a great blog post on how to use Query Folders to do mass metadata updates that previously required Archiver or the metadata spreadsheet updater.

Note: Folders is still not compatible with WebCenter Spaces, So, if you use Spaces, you will need to continue using Contribution Folders for the time being.
